Yes, you are eligible for  REAP process in Rajasthan if you have domicile certificate of Rajasthan even it does not matter where you live but you must be the bonafide resident of Rajasthan that means your domicile certificate should mention your Rajasthan residency status because you comes in domicile category A so you are eligible.
