thanks for asking your query as you havent paid the counselling fee of ballb you wont be given any seat in firsr round therefore you have to wait for the second round of counselling then you might get another college ,pay the fees of counselling positively.

If you miss the fee payment of IPU Counseling then you don't get any seat allotted. You might have missed the fee payment seat freezing part so now the seat that was allotted to you will be passed to the next round of counseling as a vacant seat. Just fill your choices for the next round and wait for the results of the next counseling round.
