Since you have not mentioned the name of counselling so considering it as NEET UG AIQ counselling conducted by MCC, if wrong then please correct me in the comment section below.
So you can register for mop-up round as a fresh candidates with full payment of registration fee and security amount but note that you will not be refunded security deposit if you take an exit after mop-up round and in case if any seat would not be allotted to you after mop-up round then also you would not get your security deposit back so don't take part until and unless you are confident to get seat in mop-up round because there is no option of free exit after round round 2nd or mop-up round.
