Yes, you can appear in NEET 2021 examination even if you are a private candidate.
This is because,
The case of eligibility of private candidates for Neet examination is in Supreme Court but until the supreme court gives its judgement, private candidates are eligible for Neet examination, so as a private candidate you are eligible for Neet examination provided
you must have passed 12th examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Also,
* to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021
* There is no upper age limit for Neet 2021
* There's no limit for the maximum number of attempts/times one can appear in NEET.

Yes, you are eligible to give neet exam, even if you have passed the class 12th Boards as a private candidate. The main thing that matters that you have passed the class 12th, and it is completely useless to argue on the topic of private or regular candidate. If you have passed your class 12th then you are eligible to give neet exam.
Also you must fulfill the eligibility criteria for neet to appear in the neet exam :-
for giving neet you must have completed 17 years as on December 31, 2021.
You must have passed your 10+2 or equivalent exam with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Class 12th or equivalent appearing aspirants are also eligible to apply for NEET.
You must have to secure an aggregate marks only for PCB subjects of -
For General candidates - 50%,
for OBC/SC/ST candidates - 40%, and for PWD candidates - 45%
Indian Nationals, NRIs, OCIs, PIOs & Foreign National aspirants are also eligible to apply for neet.
