i passed in my class 12 and but failed in maths with no comparmental exam, if i will qualify jee main can i get admission in engineering college.

You can go for polytechnic , diploma course in the Branch you want to and then by lateral entry you can complete you b. tech degree .
If you are asking about filling for jee main sorry to say you cannot, as per eligibility you have to score 75+ in 12th to fill jee main Or get admission in nits or iits
