Of course you can get admission in IGNOU with 70% marks in graduation, see if we go through the eligibility criteria of MA Economics, then candidates need to pass graduation from a recognized university, there is no specific aggregate required regarding this, hence your marks are not going to be a part of evaluation when it comes to admission, moreover in IGNOU there is no concept of limited seat intake, so don't worry regarding this.
