You are eligible for AP MBBS State Counselling if you or either of your parents have lived in the State for atleast 10 years excluding your 9th and 10th. https://medicine.careers360.com/articles/ap-mbbs-admission . And if you have a domicile of AP, you can also participate in AP State Counselling. Regarding being considered local, you need to be a resident of either AU or SVU for atleast 7 years or a minimum of 4 years in either of the regions. If you fulfil this criteria, you are eligible for being considered as local for AP State Counselling.
