Good to see that you want to become an IAS officer and it's your right is to prepare for UPSC CSE examination.
For that as you must be knowing that you must be graduated from any recognised University and you should do that graduation in whichever you feel interested because at the end interest matters.
Now coming to the answer Part I would suggest you to keep updated yourself from current affairs and firstly clear your basics which you can by completing your NCERT books and after that you can start with your standard books and also I would suggest you to make yourself good enough in quantitative and Aptitude Reasoning related to maths as they would be help you in your preliminary second paper which is of qualifying marks and must have to attain 33% in it.

hope you are doing great. As per your query I would glad to tell you that the time of after compelting 12th will be the perfect to start for civil services examination for becoming ias . For getting eligible for civil services you need to be graduated from a recognized university . Read daily newspapers to stay updated with current afffairs , works on mathematics concepts ,start learning topics of quantative and logical reasoning . For 2-3 years , be consistent and study for atleast 10 hours
