I want to change my college in 2nd year of du. But if my combination subject in BA prog is not there in any of the du colleges then also can I change my college or not?

No you cannot ( as mentioned by your question because in migration course change is not allowed ) change your college by the process of internal migration as if you are changing from one college to another then the college into which you want to take admission must have that course available which you are studying right now and you can only take that course in the college into which you want to take admission.
Also there must be a vacant seat into the college of the course which you are studying right now, then only you will be getting no objection certificate from the principal office and then further processes will be done.
