Hello,

The eligibility criteria for appearing in UPSC exam is passed Bachelor's Degree in any discipline from a recognized University, you need to attain 21 years and can apply even in the final year, as you come from PCM background you can pursue a course of your choice, if we see successful candidates if UPSC they come from diverse backgrounds such as engineering, medical, humanities, commerce etc. The planning, preparation, dedication, single minded focus remains the same for every aspirant, there is no such restrictions in this exam about belonging to humanities stream only, also if you're not very sure of UPSC then it's good to have back up plans, you can start your preparation even during college years like going through UPSC syllabus available at the official website of UPSC, this will help you understand what to read and what to skip, next is start reading newspaper on a daily basis ,The Hindu is the best choice for this, for beginners it's going to take lot of time, so sooner you start the better, always refer the syllabus while reading newspaper, as I said this is important and will help you in understanding what to read, when it comes to reading books start with NCERTs which will build your foundation and then move to other standard books, go through previous year papers, solve mock papers, practice answer writing in advance etc. If you want to know anything more, you can ask in the comment box below.
