I was not able to attend the 1st session on February. Is it possible for me to attend the next one without paying the fees?

If you had applied for jee mains for February session then to adjust it's fees for the other sessions or it could have been refunded to your bank account if you applied for withdrawal at the time given time during the application process or when the correction window opened. But you are late now and now nothing can be done. You have to pay the fees to appear for other sessions. The application fee of jee mains is refundable only when you apply within the stipulated time.

No you can't appear for any of the next remaining sessions of JEE-Main 2021 if you have not registered yourselves by paying the required application fee for that attempt. On March 2nd 2021 the application process for JEE-Main 2021 March and all remaining attempts have been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. But note that after this application process there was no correction window so please be careful while filling the correction form so now if you have to register yourself then you have to wait for the application process of April attempt and fill the application form very carefully because there is possibility that they might not open correction window for April attempt as well but if you already have filled the form and just want to register yourselves for next session then you can do so by just paying the required application fee, and if you want to make any changes you can make them during the application process.
A candidate will also have option to apply for one Session or more than one Session (April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the May Session.

Note that the photographs or images which you will be uploading for JEE-Main 2021 should be as same as the criteria set by NTA which are enlisted below as per the official information brochure released by NTA :-
> The recent photograph should be either in colour or black/white with 80% face (without mask) visible including ears against a white background.
> File size for candidate’s photograph should be in the range of 10 kb - 200 kb. File size for candidate’s signature should be in the range of 4kb - 30kb.
> File size for duly verified result awaited attestation form should be in the range of 50kb - 500kb.
> File size for category certificate (SC/ST/OBC/EWS etc.) should be in the range of 50kb to 300KB.
> File size for PwD certificate should be in the range of 50kb - 300kb in jpg/jpeg format.
Some insights of JEE-Main 2021 :-
> To qualify for JEE Mains, there is no minimum aggregate percentage criteria and also if you want to take admission into NITs, IIITs or CFTIs then you should pass in your class 12th. Because as per the latest announcement made by our Hon'ble Education minister Mr.Ramesh Pokhariyal Nishank, the 75% criteria has been removed for upcoming year 2021-22.
> Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
> In JEE-Main 2021 there will be total 90 question out of which you have to attempt only 75 (25 from each section) and there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs)(20 compulsory questions) and Section-B will contain Questions whose answers are to be filled in as a numerical value (10 numerical based questions out of which only 5 are compulsory to be attempted).
> In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
> All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.
