If I want to change the course after one year and is it possible register KCET exam for next year without canceling existing seat ,I want to get canceled before counciling. is it OK or what is the Rules.

See, if you don't cancel your counselling seat fro KCET this year, then also you'll be eligible to appear for KCET next year as well, but you'll have to regsiter for a new admission for KCET counselling rounds for next year.
If you do not cancel your allotted seat for this year, then that seat will be allotted to any other candidate and you'll go without any seat. But you can still take part in the next round KCET counselling round for next year as well.
