I was studied civil engineering in Diploma. Now I am joined btech in another Branch (CSE) directly into second year. What are the basic subjects should I learn now

Even if you have joined late in CSE branch, you havent missed much of the syllabus as mostly only the basics of programming languages mostly have been covered. You need to look at the syllabus of your college for the first year and learn all the basic concepts of the programming language that they were taught.
Learn C language thoroughly as it help you to build a great foundation for your future coding career.

- First, you can start your learning on computer science with basics subjects like “fundamentals of computer”, “basic programming fundamentals like C language”, etc.
- If you are not looking for a specific profile and ready to join any IT organization then you should have basic knowledge of computer science like Database, OOPs concepts, knowledge of any one programming language like C, Java, Python, etc .You must learn how to code and basic programming like C. You can learn any programming language like C, C++, Java, Python, etc. to implement the logic of any designed problem.
You have not lost much because 1st year in most of the universities have same subjects for all the branches. Hope this helps.
