I will be completing my 3rd year of B.E., by april 2022. The applications for SSC CGL will be open by may 2022. Can I apply for that as I have completed 3rd year and yet to enter final year ???

And as per the eligibility criteria of SSC CGL, the candidates who are in final year of bachelor's degree can appear for the exam. So, yesyou can apply for the SSC CGL 2022. As you would have completed your 3rd year at the time of form filling and will be in your final year so you will. Be eligible for sitting for SSC CGL.
The minimum requirement to sit for the exam is a Bachelor degree and you will complete it till the time you join if selected.
So that won't be a problem.
