Since the eligibility criteria for SSC CGL is that the applying candidate must have a provisional degree or they should have a bachelors degree on or before 01.08.2019 for 2019 SSC CGL examination.
You can try in next year with the degree or if you can get provisional degree before the application form deadline date then you can apply to it
