For now just focus on your school studies and start reading newspapers and ncert books as it will help you build your base and you will feel confident.
First of all, if you think that you want to be an IAS then I will suggest you to go for Bachelor In Arts.
You can take majors Political science or sociology.
This subjects help one to crack any government exams like UPSC, SSC CGL and State Public Comission Exams and RRB too.
This subjects are very informative and easy to understand.
I will say if you belong from Arts background then please go for it but if you are from other background like Science, I will suggest that think twice or thrice or hundred times before changing streams.
UPSCs syllabus is unrecognizable and it changes with time.
