If a candidate got 95 percentile in JEE Main but scored less than 75 % in his 12th board & he's general category , can he/she get NIT ?

No matter how good a person scored in JEE MAINS, he/she can not get admission in NIT, IIIT or GFTI if he/she belongs to general or OBC category and has scored less than 75% marks in aggregate. ( This has been mentioned in the Eligibility section of JEE-MAINS)
Only those who belong to other reserved categories can have the relaxation of 10% that is 65% marks in aggregate.
Sorry but without scoring above 75% aggregate you cannot a seat in NITs. You should try for state level engineering colleges which accept JEE main scores. You stand a good chance of getting an decent college over there. You can use the following link to check which college you may get
