Yes, you can apply for UPSC IAS exam. As per UPSC Civil Services Eligibility Criteria , Candidates having professional and technical qualifications recognised by Government as equivalent to a professional and technical degree are eligible to apply.

You can apply for IAS exam if you have done your degree from any govt. College. Though you need to complete your degree or you can even apply for the exam if you are appearing for final exams or last semester exams of the degree. Following is the educational qualification needed for more clearer view-

Candidate must hold a Bachelor's Degree from any of the recognized universities.  Candidates who have appeared for the qualifying examination and are awaiting results or those who are yet to appear for the qualifying examination are also eligible for the Preliminary Examination.

The eligibility criteria for giving ias exam is:

1. A degree from central, state or deemed university

2 a degree received through correspondence or distance education

3.a degree from an open university.

4.a qualification recognised by the government of India as being equivalent to one of the above.

So you can give ias exam even after doing btech from any government institute.
