if a cbse student fails in class 12 th then will he get atleast a migration certificate or not

Hi,
One can get migration certificate on request even if he fails the exam. But on the certificate it will be mentioned that he/she failed the exam.
However it will be better if one give back the papers of the subject in which he failed and after passing apply for the migration certificate.
