Hi Sandeep,
Yes you are eligible for NEET 2020.The candidates are allowed to give 3 attempts for NEET exam. From 2017 , CBSE followed this rule. If you were appeared in 2017, then you will have only 2 chance for giving the NEET exam. It is under the Letter no. U.12023/16/2010-ME-II/MEP dated 03/02/2017, Deptt. Of Health & Family Welfare).
