As per their seat allotment and admission norms "A candidate who is selected in first or subsequent round of selection process but does not join the college or cancels the admission after joining, it will be presumed that such a candidate is not interested in the admission process and for all further CAP round(s) including MOP UP round(s) of admission. Such candidate shall not be considered for allotment of any seat during NEET UG 2020 admission process through CAP round. " So if you have been allotted a seat in the mop-up round , then you have no option if skipping or rejecting it . This is because , mop-up round is the last round of counselling and it is conducted to fill vacant seats from previous rounds . So if the candidate rejects the seat ,there are no further rounds to fill the seat and it is wasted , the loss is for the institution. in spite of this if a candidate fails to join or resign after joining the allotted seat, then such a candidate will have to pay penalty as per rule, as well as he/she will not be eligible for admission through state Quota for subsequent two academic years. And regarding the refund , if you do not accept the allotted seat in the mop-up round ,your tuition fee will not be refunded.
