Hello aspirant
If you apply for all India qouta counselling and you got allocated to an institute in roundv1 and incase you are not satisfied you can do free exit (only for round 1)
In round 1, if a candidate allotted a seat and does not report or join the college, he /she won't be penalized. His /her security deposit won't be forfeited.
The candidate will also be eligible for subsequent round.
For round 2, if a candidate got allocated a seat and does not want to join there, she /he can still exit with forfeiture within the time period but t hey will lose the security amount deposited.
if the candidate however have joined the allocated seat in round 2, then she would not be eligible for resigninh or surrender of seat and she won't be allowed to participate in state counselling either.
