if I completed 12th in 2020.whether I can apply for tnea 2021 and use same cutoff of my 12th results

If you have completed your 12th boards in 2020 and then apply for Tnea in counselling in 2021,then it's absolutely fine.
You can apply with the same scores of your 12th boards of 2020.
