If I did not get the college I want and thus I withdraw my admission, still the submitted fees would not be refundable?
Unfortunately yes! Once you have submitted any fees through online portal is not refundable it is mentioned by the official authority before activation of portal. If you don't get your desired college you can wait for second round fill up the form again and hope for the best.

Normally speaking, no organisation returns fees paid for counseling.
After allotment of seat in a particular College, UPSEE didn't return the counselling fee but if you want transfer to any other college which is of UPSEE you can.
But, there is some criteria or you can say a procedure by which you may get refund but the total amount were not given, some of amount is taken as charge.
