If I didnt do anything this Quarantine , Will it affect my College Application ?

No, it doesn't effect your college application if you didn't do anything in quarantine because it is your wish whether to do something or learn something, and if you have learned something during quarantine you will have a new qualification and knowledge that's it and its just your personal interest whether to learn or do anything or not.
