Yes you can participate in State Quota Counselling but there are some rules for Both Round 1 and Round 2.
Round 1: Free Exit
College alloted but didn't reported, Automatically eligible for Round 2 and you can participate in State Counselling too, your Security deposit will be refunded to you, if you are taking exit from Round 1 of All India Counselling. But if you Reported to Alloted College in Round 1 then you have to take written permission from the Nodal Officer present in the Alloted College for the State Counselling, you have to ask them, will they return your documents if you got the Seat in State Counselling Round 1.
Round 2: Conditions applicable
College alloted: If you don't want to join that College, there is a Option of Exit with Forfeiture of Security Money Within 2 days, After 2 days you can not leave that Seat, you have to Join the College and you are not eligible for further Counselling processes, not even for State Counselling.
If No Seat is Alloted to you in Round 2 then you are Automatically Eligible for MOP UP Round.
Exit with Forfeiture of Security deposit means Counselling Security Money (10000) will not be refunded to you if you got seat in Round 2. If you want to go in State Counselling after Round 2, there is a only single Option available that is "Exit with Forfeiture of Security Deposit"
