If I get allotment in first time.is I need to wait for higher allotment for a desired Branch or can I make a transfer to the college.

If you get allotted in the first round, with an unwanted branch then you definitely will have to wait for the next few rounds to get a better branch. You can not switch between branches or colleges without participating in the counseling procedure. Once you participate in the counseling and get a better option then do change the required.
