The fee waiver shall be available only in general for students who come from West Bengal, in respect of the TFW scheme and other state-based scholarships. If you have a seat in WBJEE (West Bengal Joint Entrance Examination) and you hail from a different state, then you could be dealt with on a different footing than home-state candidates.
Still, as an ST candidate, you can be eligible for scholarships/financial aid available from the center at Post-Matric levels, that is available to ST students. Please check the eligibility criteria for such schemes with the concerned University or state authorities. Sometimes out-of-state ST students may receive fee-waivers or concessions in certain universities. Moreover, an admission office of the university can also be sought guidance on any merit-based or need-based scholarships you may qualify for.
