If i had sone yes upgradation in 2 round and i get a another college in 3 round then should i had to pay again 5000 ?

No, you don't need to pay again. It's the first time that you had paid ₹5000 and that's all. On upgradation in 2nd round, if you get another college ,then you don't need to pay again.
