if I learn all skill...can I get placement before b. tech

If you mean placements in companies for B.tech yeah but it is important that should have passed your graduation or receive certificate then only you will be able to join in the job and lot of students get placements before completion of their graduation in 3rd year mainly but they can join in the job only after they become graduates or pass B.tech and according to your question yeah you can get good placements if you learn skills and gain knowledge but you can join the job only after graduation which is a big qualification but there are still lot of jobs which you can get even before studying B.tech but you won't be able to get a B.tech qualified job unless you pass your graduation.
