If I Opt Upgradation to next round so can I take college highlighted in previous round in during round I could not get college in last round

If upgradation does not take place, then you'll get the same college you got in the previous round. That will not affect the scenario. You can also go for spot counseling, which is conducted by specific colleges for a better chose after the routine counseling.
