if I wait for special round of kcet 2020 the college that has been alloted in 2nd extension round will still be there or will it get cancelled?

Generally KCET conducts only two extension rounds in the counselling procedure for taking admissions in their participating colleges/universities/Institutes. If you want to analyse your rank vs college, you can use college predictors from below link that will help you to predict the colleges according to your rank.
