If I'm unable to attend first councilling, can I attend second one, my rank is 192 for Ma english, do I stand a chance?

That would depend on the university of your choice. Please share with us its name and location.

For most colleges, cutoffs decrease from the first in 2nd and subsequent counsellings, so you may have a good chance. If the college allows you to re-apply after first counselling is over, you should definitely do it.
