If you want to apply and attend the counseling for 85% state quota seats then all younhave to donis to register yourself at the counseling authority's website and then complete the document verification process.
Make sure that you are allowed to attend the counseling for 85% state quota seats for your domiciled state only and not for any other state.
Hence you need to be a domiciled student.
