If we take a seat in Diamond Harbour Medical College and then decide to leave it for better college do we have to pay any amount?

Hey, if you get seat in Diamond medical college and later you decide to leave it for better college definitely you have to pay some amount for that College.Because if you leave, they have the empty seat in the college. They don't have others to fill that empty seat. Not only for this college,for all the colleges it is a common rule.
