Igot cml rank 1030&cat rank 211 in obc cat. Can i get admission in bsc agriculture in government college?

You might get the birsa agricultural university but not in the starting round, but in the successive rounds. You should go for other options in the first round. You can go for AISECT university, hazaribagh which is another good option for b.sc in agriculture in Jharkhand.
