I'm from rajasthan domicile, can I apply for government colleges in 85% quota of UP state counselling. As UP is an fully open state.

Unfortunately not because 85% state quota seat are kept reserved only for aspirants of that particular state if other state aspirants want to get admission in that state then he/she has to get it through 15% All India Quota counselling. As you are talking about UP so on those 85% state quota seats only candidates having domicile of UP can take admission and as you belongs to Rajasthan so you should get the GMCs through All India Quota counselling for those 15% seats.
