According to your question and taking into consideration that you want to know about whether your counselling fee is refundable or not as you have not been alloted any seat in first as well as second round of counselling.
I would be able to tell you exact matter if you would tell me how much amount have you paid at the time of counselling.
If it is a hefty amount then surely it will be refunded.
