I'm now in, mechanical engineering diploma 1st year.so my question is can iam change my college after 2nd semester (1st year). please help.

It totally depends on your college whether they give you permission to change your college or not.
You can write a application to your college regarding change of college if they will approved they will send your application to the next college if they approved then you can change your college.
Make sure you pass in all the subjects in your 1st year with good grades.
While changing a college it's totally depends on the college whether they charge full fees or not.
