In BCECE my Ur rank is 2306 and Ebc rank is 514 .Can I take admission in MIT or Bhagalpur in Mechanical or Civil or IT or Electronics.

With these marks you are closer to previous years cut off. Wait for the official cut offs release and if found eligible you can apply for the admissions accordingly. You can check the previous year cut off from the below given link.
