in csab round which rank is considering CRL rank or Category rank? my ews rank is 17723 and i belong to gujrat,so can i get admission in nit surat?

In CSAB counselling both ranks are considered and the seat is allotted on the basis of your category rank because that is low as compare to CRL Rank but note that it is only when the seat for your respective category remains vacant.
According to the category rank you have mentioned in the question you have some chances of getting in to SVNIT Surat but only in Civil Engineering and if you are female, as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs which are given below :-
