In my 10th certificate, Name-Riya. I don't have any surname in my all documents and my father's name is without surname. (Aadhar card, migration certificate, date of birth, SLC, and also in 11th class admission form) Will it create problem for me in future. Is surname is compulsory for any govt. job

Your name should match to your identity in various documents. If in all your documents, your name is written without surname then I don't think there would be any problem.
