In my provisional certificate and my marksheet I have two date one is "passed in the examination held in July 2022" and another date is 3/9/2022. I received my degree certificate after 2 years and it has date 9 Feb 2024,I'm applying for govt job which date I should put as passing date? In ddmmyyy ?

You should use the date on your final degree certificate, 9th February 2024.
This is the official date of completion of your degree and the best representation of your qualification.
Whereas the earlier dates may be connected with the examination or provisional certificate, a final degree certificate is the ultimate confirmatory document that confirms your qualification.
For that reason, you must use the date on your final degree certificate, which was February 9th, 2024, for filling any official forms or applications.
