Yes, actually you must fill up the state of which you have obtained an Domicile certificate for home state of reservation. The home state reservation will count up to 85%. The All India Reservation of 15% is eligible for all other colleges in India. Here, you can choose any college from India except from all the colleges of J&K and Ladakh. They don't set any criterias for All India Reservation; so you don't have to worry anything about your all India seat if you're an Indian citizen.

But for your home state reservation which is of 85%, you need to have the Domicile certificate or you must have studied 10th and 12th from that particular state.
