In rank 12137 under OBC category there is any chance of getting government medical college in up under state quota?

There is not much chance but you can give a try. You can get a seat in private colleges also. So do try there also. As you belong to the OBC there is some chance in government colleges. So try there also. I cannot tell the exact colleges you can get as the cutoff varies every year.
