In Tamil Nadu, 15% seats are reserved for All India Quota, this means that students who have enrolled for All India Counselling can choose from these 15% quota seats in case of Tamil Nadu. Their admission will be based on the All India NEET Rank. The Medical Council Committie will conduct online counselling for these seats.

The rest 85% are state quota seats are for those candidates who have enrolled for state counselling and their admission will be based on the State Rank. For these seats, The Directoriate of Medical Education Tamil nadu will conduct offline counselling.

Hopefully this helps.
