Yes, you are eligible.
Bihar Board of Open Schooling and Examination is a recognised board and hence you wll not face any difficulty for admission in NIFTs.
You are also eligible to appear in Central and State government jobs. Candidates who have passed 12th from a recognised board are eligible to appear in entrance examination.
