BITS Goa and BITS Pilani are basically two campuses under the Birla Institute of Technology and Science. They have the same quality of faculty, offering state of art infrastructure to their students, placements too are strong in both BITS Goa as well as BITS Pilani. Those who have graduated from BITS Pilani say that the cut-offs there are high, and BITS Goa is stricter in grading their students. But all this is hearsay.
