Is in neet 2019 syllabus from ncert will also not come if CBSE will not conduct neet plz tell me confirmly

NEET will be conducted in 2019.
Non NCERT questions will be more because NTA is an autonomous organization. Probably the paper can have more theoretical questions rather than numericals.

NEET can not be predicted. It depends on the examination committee.
