It depends on your interests . With Chemical Engineering you would have better scope for research and jobs . You can go for psu's with chemical engineering , and if you want higher studies like ms in abroad , chemical engineering has great scope in us and europe , so if you would be preparing for gre or gate , chemical engineering would provide better study .
For civil engineering private sector jobs are less , although you can go for government jobs .
But it all comes to your interests , which branch you want to study for your whole btech , as branch change is not easy in iit's .

Before I present my arguments, this is totally your choice, both of them have many job opportunities.
Chemical engineering is a diverse field, you will have many and different private job opportunities, but little to no public or government job opportunities.
Civil engineering has a little less job opportunities but many options in the public sector.
I will say chemical engineering is better because even though there are almost no jobs in government sector(which themselves have a rigorous competition ) it gives you more options.
